Noel K Faulkner
Chief Executive Officer

Noel FaulknerQueensland Urban Utilities shareholders appointed Noel Faulkner as Chief Executive Officer. He is initially responsible for creating Queensland Urban Utilities as a statutory authority and positioning it to continue to provide water services to the region’s communities. An integral component of his role will be contributing to the formation of the new regulatory arrangements for the water industry in South East Queensland.

Over the past two years, Noel has been actively involved in South East Queensland's regional water reform, as Brisbane City Council's Divisional Manager Commercial Strategy and Development.

Noel has a long history in utility businesses, having previously held the positions of Chief Executive Officer Powercor Australia Ltd, Chief Executive Officer United Energy Ltd and Chief Executive Officer Capricornia Electricity. He has a Bachelor of Engineering degree (Electrical) and postgraduate qualifications in Management. Noel is also a member of the Australian Institute of Company Directors.

Louise Dudley
Chief Financial Officer

Louise Dudley Louise is responsible for the core financial operations, providing strategic advice to the Chief Executive Officer and the Executive Management Team. Prior to this appointment, Louise was Executive Manager of Brisbane City Council's Water Retail business unit.

Louise has held several senior executive roles within Brisbane City Council, including Director, Finance and Legal Water Transition Program, Chief Procurement Officer and Commercial Manager Information, Communication and Technology Division.

Prior to joining Council, Louise’s experience included 17 years with leading accounting and advisory firm KPMG, and senior roles with PresCare. Louise is a Chartered Accountant, has a Bachelor of Commerce degree from the University of Queensland, a Certificate of Superannuation Management from Macquarie University, and is a Graduate Member of the Australian Institute of Company Directors.

Helen Harding
Executive Director Retail

Helen Harding As Executive Director Retail, Helen is responsible for leading and managing the Queensland Urban Utilities Retail business. This includes developing and implementing strategic and operational plans for the business. In addition, Helen works with other members of the executive team in providing the future direction and leadership of Queensland Urban Utilities.

Prior to joining Queensland Urban Utilities, Helen had a 12 year career in the energy retail industry, during which she held positions of Acting General Manager, Retail for Babcock and Brown Power and senior manager for Energex Retail Pty Ltd in a range of retail management and marketing roles including Group Manager, Homesuite (energy related product and services), Manager Strategic Initiatives and Manager – Full Retail Contestability. Helen brings extensive retail experience to the role, in both competitive and non-competitive environments.

Helen’s qualifications include a Masters of Business, Bachelor of Physical Education and Diploma of Company Directorship.

Jennifer Leis
General Manager Corporate ServicesJennifer Leis

Jenny is responsible for leading the provision of a range of corporate service functions including procurement, business resilience, fleet and property management, performance reporting and business support.

Jenny began her career within the water and wastewater industry when she joined Brisbane Water in 1998. She is an experienced and successful business management professional who has operated at Senior Executive level, with an extensive history of strong leadership and effective management of multi-functional teams. Throughout her career, Jenny has developed, coordinated and implemented business improvement strategies, led integration and change management efforts and increased operational capability.

She has combined her strong financial management skills to continuously deliver customer focussed outcomes. Most recently, Jenny led and managed Queensland Urban Utilities (Brisbane) Corporate Services and the Program Connect Corporate Services Portfolio. 

Debra Briscoe
General Manager Workforce CapabilityDebra Briscoe

As General Manager, Workforce Capability, Debra is responsible for leading and managing Queensland Urban Utilities workforce capability, Human Resources (HR) policies, systems and services.

Debra is an accomplished HR Executive with 15 years experience working in global and national commercial organisations. Her previous roles have included Head of HR for Foxtel and National Australia Bank, and Executive Manager Organisational Capability at Suncorp.
 
Debra has led and managed a range of organisational change initiatives which have included restructuring and integrating work groups, centralising back office HR processes and industrial relations in South Pacific Tyres and Mobil, a global procurement project for Rio Tinto and establishing an accredited training/new revenue stream at Foxtel.

Debra has a Bachelor of Arts Psychology.

Georges Cascales
Chief Information and Technology Officer

Georges Cascales

Georges Cascales has been appointed as Chief Information and Technology Officer, Queensland Urban Utilities.

Georges will be responsible for leading all aspects of the development and deployment of information and technology functions, resources and systems for Queensland Urban Utilities. This includes the development of quality processes and an emphasis on strong customer and business focus.

Georges is an experienced Chief Information Officer (CIO) with 25 years industry experience. He has held senior positions for the last 17 years, with extensive experience in all aspects of the computer industry, including the management of private companies, public departments and business units in private and government organisations.

Georges's extensive CIO experience includes five and a half years with Integral Energy and six years with South East Sydney Area Health Services. Prior to these posts, Georges was with Sydney Water Corporation as Manager, Information Management.

Throughout his career, Georges's roles have encompassed the provision of software and technical services, direct management of multiple and large projects, systems implementation, change management and development of IT strategies.

Georges has a Bachelor of Science (Computer Science) and holds qualifications in business, project and financial management.

Chief Operating Officer
Robin Lewis

Robin Lewis

As Chief Operating Officer, Robin Lewis is responsible for leading all operational aspects of Queensland Urban Utilities, including water and wastewater services, water quality, maintenance, asset planning and capital works program delivery.

Robin has assembled an impressive array of highlights across a thirty year career in water and wastewater treatment. He commenced his career with Severn Trent Water Limited, England in 1974 working in a variety of maintenance operations and supervisor roles in wastewater treatment plants. From 1988 to 1991 he was responsible for management of mechanical and electrical asset maintenance of 40 wastewater treatment plants. In 1991, Robin was appointed as Manager Wastewater Treatment of the Stratford on Avon Wastewater Treatment Plant and in 1995 was promoted to the role of Works Treatment Manager based in Finham Coventry.
 
In 1999 Robin moved from England to take up the role of Wastewater Manager of Watercare Services Limited, based in New Zealand, where he was responsible for managing wastewater treatment for Auckland City, playing a key role as technical advisor on the implementation of a joint venture wastewater treatment upgrade project. 

Robin joined Brisbane City Council in 2002 as General Manager Production for Brisbane Water, where he was responsible for process engineering, water treatment operations, wastewater treatment operations, trade waste and source control, and laboratory services. In 2008 he was appointed to the role of Executive Manager, Brisbane Water Distribution leading and managing Brisbane City Council’s Water Distribution with a workforce of 750 people, to deliver water distribution, wastewater collection and wastewater treatment services for over 1 million customers. 

Robin has a Bachelor of Mechanical Engineering, Diploma in Water Industry Operations & Management, and Diploma in Sewerage Treatment Processes & Pollution Control. Robin is a Chartered Water and Environmental Engineer.
 

Queensland Urban Utilities provides water and wastewater services to customers in the
Brisbane, Ipswich, Lockyer Valley, Scenic Rim and Somerset regions.
