Build Over Asset referrals ensure our network is protected during building and easily accessible for ongoing maintenance.

Our network is protected by the Queensland Development Code MP1.4 Building Over or Near Infrastructure (QDC MP1.4). The code sets out acceptable solutions for building work near water, sewerage and stormwater infrastructure. Refer to council for Build Over Stormwater referrals. 

Our involvement in Building Approvals

To gain a Building Approval, lodge your building application with an accredited building certifier (private or council)

The building certifier will advise you if the building work complies with the acceptable solutions outlined in QDC MP1.4. If it does not comply, you can propose an alternative design solution to achieve the MP1.4 performance criteria through a Build Over Asset referral.

We will review the alternative solution and provide a response to your building certifier, which may include conditions for the building approval.

The final building approval is issued by the certifier.

How to lodge a Build Over Asset referral

It is the building applicant’s responsibility to refer the building application to Queensland Urban Utilities; however the accredited certifier will usually act on behalf of the applicant.

We offer three types of referrals, depending on the building design’s compliance with QDC MP1.4 and our Alternative Solutions Guideline, which outline technical specifications for building designs that can be self-assessed by building certifiers.

A. Lodge Form 32 (no referral required)

  1. Download and complete Form 32 from the Department of Housing and Public Works.
  2. Email the form to Queensland Urban Utilities at development.boa@urbanutilities.com.au.
  3. We will save the form to our records in case of potential future impact on our network.

B. Self-Assessment Referral

  1.  Use the Alternative Solutions Guideline to assess if the building design is eligible for self-assessment (this must be done by an engineer or building certifier).
  2. Email the following to development.boa@urbanutilities.com.au
    • Self-Assessment Referral form
    • Copy of your building application, including plans, drawings and specifications that comply with the Building Act 1975 Chapter 3 Parts 1 and 2.
    • Supporting technical documentation (as outlined in the referral form)
      Note: All of this documentation must be included in your referral for it to be deemed properly made.
  3. Upon receiving your referral, we will send you a Charges Notice for the $98 referral fee.
  4. Pay the fee to commence our review of your Self-Assessment Referral.
  5. We will email you a formal response within five business days.

Certifiers cannot issue a building approval without Queensland Urban Utilities’ response to the self-assessment.

C. Full Assessment Referral

  1. Email the following to development.boa@urbanutilities.com.au
    • Full Assessment Referral form
    • Copy of your building application, including plans, drawings and specifications that comply with the Building Act 1975 Chapter 3 Parts 1 and 2
    • Supporting technical documentation (as outlined in the referral form)
      Note: All of this documentation must be included in your referral for it to be deemed properly made.
  2. Upon receiving your referral, we will email you a Charges Notice for the $474 assessment fee.
  3. Pay the fee to commence our full assessment of your properly made referral.
  4. We will email you an Assessment Notice within 20 business days*. The notice will contain approval conditions for the building design.
*If your submission is deemed incomplete due to missing or incorrect documentation, this may extend the assessment time.

Damage to our network

Any damage to Queensland Urban Utilities’ infrastructure should be made safe, and immediately report to 13 23 64. Repairs to the water and sewerage network may only be undertaken with the authority of Queensland Urban Utilities. We reserve the right to pursue recovery action against any persons with respect to repair and related costs incurred by it.
